chopping technicalitis?

anyway i got a very simple yet probably dumb question,
i know i see loads of bobber's every where,where the rear frame has been chopped or swapped or even both, but is it legal to chop the back andstill use it as a road bike? im planning on doing this with my z4000 frame, its too long and i want the seat to stop just over the rear sprocket and dont want any frame or fairing at the back, i just want it to stop dead and weld another piece of curve shaped steel to join the two remaining parts ofthe frame back together. is this doable? and if so would it be a big job for a welder to do,do u know? then it wouldbe another matter of how difficult shaping the metal in that manner because i want the curved end to mirror the curvature of the tyre.
as suggestions or has anyone done this kinda thing before and has tips about the design?

it will be easy enough to chop it off, the difficulty wil be in making it look neat & thats where the skill of the welder/fabrictor will come into play. .
Not sure on the legalities of it but I'm sure if you know a good MOT tester they would be able to tell you what is required & how it may be interpreted from their point of view.
Get a photo up of your bike & a sketch of how you want it to look, I think you can do that with photobucket.. Draw over your existing photo.. ??
